WHEREAS, Bylaw 3.6.6 states that the Concordia University System (CUS) Board of Directors (BOD) is to assist with the cooperation and coordination of the Synod’s colleges and universities in the “preparation of commissioned ministers for service in the Synod and of pre-seminary students for study at a Synod seminary”; and
WHEREAS, The CUS BOD wishes to carry out this purpose in a timely fashion for the benefit of the Synod, her colleges and universities, and our students; and
WHEREAS, Bylaw 3.6.6.1 (b) states that the CUS BOD shall “review and approve new implementations of and discontinuance, whether actual or constructive, of programs of study leading to professional church work in the interest of the institution(s) and the Synod”; and
WHEREAS, Bylaw 3.6.6.1 (g) directs the CUS BOD to “receive, revise, and recommend to conventions of the Synod for approval any proposals for creating, essentially revising, or renaming programs of study and certification for commissioned ministry”; and
WHEREAS, Bylaw 3.6.6.1 (b) places approval of programs of study leading to church work with the CUSBOD,andBylaw3.6.6.1 (g) places this approval with the conventions of the Synod, these two placements conflict with one another; and
WHEREAS, The triennial cycle of convention of the Synod leaves the alteration of programs of study in any way according to Bylaw 3.6.6.1 (g) in a timely manner impossible; therefore be it
Resolved, That Bylaw 3.6.6.1 (g) be struck as follows: PRESENT/PROPOSED WORDING 3.6.6.1 The Concordia University System Board of Directors shall: … (g) receive, revise, and recommend to conventions of the Synod for approval any proposals for creating, essentially revising, or renaming programs of study and certification for commissioned ministry; (hg) …
and be it further
Resolved, That the delegates gathered in convention exhort the CUS BOD to enact the work of Bylaw 3.6.6.1 (b) promptly when called upon to do so by a university; and be it further
Resolved, That the CUS BOD include any such actions in their triennial report for the Workbook; and be it finally
Resolved, That the CUS BOD’s work be commended to the care and mercy of our Lord Jesus Christ.
