WHEREAS, Regions are designated by The Lutheran Church— Missouri Synod in order to take into consideration information regarding the numbers and geography of the congregations in the interest of fair representation (Bylaw 3.12.1 [a]); and

WHEREAS, Individuals are considered in a regional election solely on residency in said region (Bylaw 3.12.1 [b]); and

WHEREAS, Each member congregation within a geographic region shall have been given the opportunity to nominate two ministers of religion—ordained from the clergy roster of the Synod with residence within its designated geographic region (Bylaw

3.12.2.7 [a]); and

WHEREAS, The names of the five ministers of religion—ordained residing within the designated geographic region who receive the most votes shall form the slate for a region’s vice-president (Bylaw

3.12.2.7 [c]); and

WHEREAS, The Synod is bound to the fair representation for a region’s congregations and therefore its represented constituency to Synod (Bylaw 3.12.1 [a]); therefore be it

Resolved, That Bylaw 3.12.2.7 (e) be amended as follows: Nominations and Elections of Regional Vice-Presidents

3.12.2.7 After the results of the first-vice-presidential election have been announced, the convention shall elect five regional vice- presidents according to the following nominations and elections process. …

(e) Voting delegates to the national convention shall be entitled to vote for one of the candidates from each his/her own region. If no candidate receives a majority of the votes cast, the three candidates receiving the highest number of votes shall be retained on the ballot. …

and be it further

Resolved, That the Synod in convention would certify the election of the regional vice-presidents and then place in order the regional vice-presidents by the body in convention.
