Each resolution names the overtures and reports it consolidates; each carries the Chief Financial Officer’s cost note where Bylaw 3.1.7 (g) requires one.

Omnibus Resolutions
Not every overture became an individual resolution. The floor committees routed 70 overtures onto three omnibus resolutions handled as groups: referrals to bodies already responsible (A), issues the Synod has previously addressed (B), and expressions of thanks (C).
