Proposed Resolutions

The floor committees have done their work. These 106 proposed resolutions, published in Today’s Business, 1st Edition, are what the convention will actually debate and vote on in Phoenix, replacing the original package of 374 filed overtures. Each resolution names the overtures and reports it consolidates; each carries the Chief Financial Officer’s cost note where Bylaw 3.1.7 (g) requires one.

From Overtures to Resolutions

The Today’s Business cross-reference accounts for every one of the 379 filed overtures: 271 were consolidated into substantive proposed resolutions, 38 were routed to a committee’s respectfully-decline resolution, and 70 were grouped onto an omnibus.

Every filed overture’s routing from the Today’s Business cross-reference table, late overtures included. An overture consolidated into one or more substantive proposed resolutions counts toward the first stream even when it also appears on an omnibus; overtures whose only resolution is a committee’s “To Respectfully Decline Overtures” count as declined. Band widths are proportional to overture counts.

Omnibus Resolutions

Not every overture became an individual resolution. The floor committees routed 70 overtures onto three omnibus resolutions handled as groups: referrals to bodies already responsible (A), issues the Synod has previously addressed (B), and expressions of thanks (C).

Every overture the floor committees routed onto an omnibus rather than into an individual resolution. Omnibus A refers matters already assigned to a responsible board, office, or commission; Omnibus B notes issues the Synod has previously addressed; Omnibus C gathers expressions of encouragement and gratitude. Band widths are proportional to overture counts from the Today’s Business tables, and a majority vote on the floor can remove any overture from an omnibus for individual consideration.
