WHEREAS, One of the objectives of the Synod is to “recruit and train pastors, teachers, and other professional church workers and provide opportunity for their continuing growth” ( 3); and
WHEREAS, The 2013 Resolution 5 -14A Task Force (2013 Res. 5 -14A, “To Conduct Study of Alternate Routes to Pastoral Ministry,” [ Proceedings, 155]) recognized “the need to provide for greater coordination and collaboration between our two seminaries” (Report R64, 2016 Workbook, 279); and
WHEREAS, The t ask force recommended “that there be an entity ensuring that the seminaries do coordinate and collaborate with respect to these various programs” (Report R64, 2016 Workbook, 279); and
WHEREAS, In 2016, the Synod resolved that be amended, creating the Pastoral Formation Committee (PFC) (2016 Res. 6-01, “To Create Pastoral Formation Committee,” [Proceedings, 165–6]); and
WHEREAS, The need for coordination and collaboration between our two seminaries has not ceased; and
WHEREAS, Current provides that the Chief Mission Officer (CMO) is a member of the PFC. The CMO’s responsibilities have been amended by Res. 9- 09, “To Amend Bylaws to Coordinate Responsibilities of Chief Mission Officer with Other Synod Officers”; therefore be it
Resolved, That be amended as follows:

3.10.4.6 The Pastoral Formation Committee shall comprise the following five members: Voting Members:
1. The Chief Mission Officer of the Synod, chairmanA member appointed by the Synod President
2. The presidents of the seminaries A district president (not serving on a seminary Board of Regents), appointed by the Council of Presidents
3. The presidents of the two seminaries (neither shall serve as chair)
4. The executive director of the Office of Pastoral Education, as a non-voting advisory member Nonvoting Advisory Member: The Executive Director of the Office of Pastoral Education
3.10.4.7 The executive director of the Office of Pastoral Education shall assist the president in overseeing the pre-42 seminary education programs, seminary education, and post-seminary continuing education.
3.10.4.78 The Pastoral Formation Committee shall meet at least once per year, and shall report on its work at the annual joint meeting of the two seminary boards of regents. Additional meetings shall be determined by the chairman in consultation with the committee members.
